HICAPS Welcomes Kim Lemons


Kim recently joined HICAPS, Inc. as the Assistant Office Manager. For the past ten years she has worked as a Client Service Associate and Service Officer in Private Wealth Management. Prior to that she worked with Weaver Management Company providing accounting and administrative support to residential and commercial property managers, and Quaintance-Weaver, Inc. as a senior accountant.

In her spare time, Kim enjoys reading, cooking and spending time with her family.






Tammy Hanson joined HICAPS July 6th as Director, Sales and Marketing. Her career in Telecom spans 25 years with brands such as Cable & Wireless, MCI WorldCom, BT, and T-Mobile. Since joining HICAPS, Tammy has had 3 primary initiatives for Sales and Marketing; first and foremost – make a quick entry into the Federal world to introduce HICAPS capabilities and expertise; engaging the largest Federal Prime Contractors. The second initiative has been to create and stock a content library to prepare HICAPS to respond quickly and efficiently to upcoming RFP requirements. Last, but not least, the third primary objective has been to start the refresh of documents such as the corporate capabilities brochure and creation of the corporate presentation. These efforts will continue across all marketing pieces as well as the website.

Tammy is a magna summa laude graduate of Georgia State with a degree in Sociology and concentration in Ethnicity and Equality. Residing in Alpharetta, GA with her husband, Phillip and son, Ryan, Tammy enjoys practicing and playing golf during her free time.

Electrical Power Research Institute – Charlotte, NC



HICAPS, Inc. has been selected to provide Construction Management as Agent services for an upcoming renovation and expansion of the Electrical Power Research Institute (EPRI) campus in Charlotte, North Carolina. These services will include a facility assessment, cost and constructability reviews, budget and schedule development, design team selection and management of the design process, as well as contractor selection and management. The project began on October 1, 2010 with a five month duration. Construction is projected for twelve months.

EPRI is a non-profit organization that conducts research and certifications for the power industry and is based out of Palo Alto, California. The Charlotte campus provides support for the nuclear power industry. All nuclear pipe inspectors in the U.S. are certified through the Charlotte facility. HICAPS is excited to be able to help EPRI determine their needs and develop a plan to meet their growth needs.

Long Term Care Facility Renovation and Expansion




HICAPS, Inc. has been selected by the Department of Veterans Affairs to provide construction services for the renovation and expansion of the Long Term Care / Hospice Facility at the Hefner VA Medical Center in Salisbury, North Carolina. The project has a value of $8.5 million and will include a new entrance to the facility with an adjoining corridor into the new Hospice facility. The HICAPS Team is partnering with New Atlantic Contracting to accomplish the extensive site work, general contracting, CPM scheduling, budget and quality control required for the project.

Two CPN Members are Teaming


The Team of Davie Construction and HICAPS has recently been awarded a $1.3 million dollar US Army Corps of Engineers' project at Lakes Philpot and W. Kerr Scott Dam. The Project consists of the demolition and replacement of five lake shower houses and the renovation of one. The work also includes the construction of two new sanitary drip fields, filters and pump stations. Notice to proceed and completion dates have been staggered to perform most of the onsite work in the fall/winter/spring of 2010 through 2011. The general contracting experience and knowledge of the local subcontractor base of Davie Construction and the federal contracting and project management expertise of HICAPS have made this partnership a competitive and viable team in the federal market.

Ripley Armed Forces Reserve Center

HICAPS has developed and is maintaining a cost loaded CPM schedule for Neighborgall Construction Company, for the West Virginia National Guard. The project is a 21.5 million dollar Armed Forces Reserve Center outside of Ripley West Virginia involving Local, State, and Federal funding. The project contract period is 18 months, from April 21, 2010 to October 18, 2011, however the project has been scheduled and is on track to complete early in order to meet the September 15, 2011 Congressional Completion Mandate.

Our Team Continues To Grow

We would like to welcome our newest employees:



Mark Koenig has joined HICAPS as a Senior Project Manager and brings more than 21 years of experience to the company in Construction Management, Design/Bid/Build, and Design /Build project delivery methods. Some of Mark’s signature projects include a Non-profit TV station, a Florida Amusement Park, a General Tire production facility, the prototype Processing & Distribution facility for USPS, a 3,000 seat church sanctuary, and the Mid-Atlantic Hub for FedEx at PTIA.
Mark is currently working on the Pharmacy Upgrade project for the Department of Veterans Affairs in Murfreesboro, TN, as well as business development. In his spare time he enjoys playing tennis and distance running.





Chip Calhoun has recently joined HICAPS as a Project Manager. Chip previously worked with Moses Cone Health System, for over 8 years, as a Project Manager with Construction Management. Chip was involved in many projects with Moses Cone such as the recent ED Expansion at Moses Cone Hospital, The new Psychiatric ED at Wesley Long Hospital, The new Hemodialysis Unit at Cone, The Urgent Care Center and The Staff Parking Deck. Chip graduated from UNC-Greensboro with a degree in Geography, with a concentration in Urban Planning and Cartography. In his spare time, Chip coaches his daughter’s soccer team, and enjoys whitewater kayaking, mountain biking and backpacking with his two children, Adam 13 and Kate 11.

HICAPS recently participated in Air Barrier Testing training. Air Barrier is part of the Building Envelope Testing package that also includes Thermography. H/FACT, which is HICAPS collaborative partners are happy to be able to provide this service to our clients. Although it is not required to be certified in Air Barrier, HICAPS feels it is important to be up to date on all procedures and equipment to provide the best service to our clients. Ida Lee Pool in Leesburg, VA

HICAPS provided scheduling for the Ida Lee Pool project. The pool had a ribbon cutting ceremony in May 2009 and has numerous exciting features. The pool has just opened for its 2010 season on May 29th. This is one of many projects that HICAPS has provided scheduling services for R E Daffan.

Bayview Office Building


R. E. Daffan, Inc. has started construction for the Bayview Office Building. Daffan will be the contractor and HICAPS, Inc. will provide scheduling services. The project is a 2-story, 25,000 sf building and is located in Woodbridge, VA near the Prince William County Government Center.

In a recent discussion on Marketing strategy it came to our attention that a good way to introduce our clients to the coverage area of HICAPS was to literally map it out. Since maps are a visual form of communication it brought to mind the old adage that “a picture is worth a thousand words”. With this in mind we felt it would give our clients a better understanding of what our coverage capabilities are.

Liberty University Stadium Construction

HICAPS Inc. is provding scheduling. Tom Smithey is the scheduling engineer.
Branch and Associates is working multiple shifts, 7 days a week. Projected completion date is September '10.
The demolition of the 21-year old facility is the first step toward construction of the new five-story suite and press tower that will overlook an expanded Williams Stadium for the 2010 football season.

The following is from a press release detailing the stadium construction:

The first of a three-phase plan calls for the addition of 6,600 seats added to the west side of the stadium, plus a 34,000-square foot press box. The brick and glass encased, Jeffersonian-style four-story tower will house club-level seating for qualified Flames Club donors, 16 permanent luxury suites, a banquet room which can hold up to 500 people, a 1000-seat classroom and a state-of-the-art press area. “The expansion of Williams Stadium will have a monumental effect on Liberty University and its football program,” stated Jeff Barber, Liberty’s Director of Athletics. “Above all else, this shows a great commitment from the University, and when you have a commitment, a lot of wonderful things can happen.”

Phase One of the plan is part of a multiphase effort to boost the stadium’s seating from its current capacity of 12,000 to 30,000 over the next five years. Phases Two and Three will add a new 4,000-seat middeck for the east side of the stadium and 6,400 seats in a horseshoe-shape area surrounding the end zone in the south end of the stadium. When all three phases are complete, the stadium will have undergone an estimated $22 million in improvements. The renovated facility will also ready the stadium for the future construction of upper desks on the west and east sides of the stadium that will bring the capacity to 60,000.

VA Pharmacy Project, Murfreesboro, TN

HICAPS, Inc. and Brindley Construction, LLC of Pulaski, TN, working together as “Teaming Partners”, have been awarded the Pharmacy Renovation project at the Department of Veterans Affairs Alvin C. York Medical Center in Murfreesboro, TN. This project is a SDVOSB set aside using “Recovery Act” funding. Brindley Construction provided the estimating for the competitively bid project and will serve as the general contractor for the work. HICAPS will provide overall project management for the project and be the main point of contact with the Veterans Administration.

The $1.3 million project consists of renovation work in the existing pharmacy including finishes, mechanical, electrical, and security upgrades as well as the relocation of the Bio-Med Department. The Pharmacy must remain in operation 24/7, which will require extensive scheduling and phasing of the work by the construction team. Other unique aspects of the project requiring attention include infectious control measures and patient safety concerns. The Brindley team consists of Charlie Helton, Tim Rohling, and Robbie Masucci working closely with Mark Koenig of HICAPS to deliver another successful project to a satisfied owner.

Brindley and HICAPS are both members of the Jack Miller Builders Network. As a result of this relationship, HICAPS previously provided assistance with the scheduling of Brindley’s Southern Energy Projects in Addison, Alabama. This successful “Teaming Partnership” is another example of the value the Jack Miller Network has brought not only to HICAPS and Brindley, but to other members across the United States. We are pleased to have this opportunity to partner with Brindley Construction again and look forward to many more opportunities in the future.

Building Diagnostics gets new look, new logo and new partner

Building Diagnostics recently adopted a new logo to fit the partnership that comprises the the group. Our new logo is:

Jeff Stallings is a Mechanical Engineer based in Winston-Salem, NC and is registered in NC and SC. Jeff is the principal of Stallings Engineering, P.C. He brings thirty years of various engineering and consulting expertise to the partnership, including projects encompassing energy efficient HVAC design, Indoor Air Quality testing and problem solving, Commercial Building Energy Modeling, Commissioning, and DDC control upgrades. In addition he is an Instructor for Industrial Ventilation and Facility Energy Management courses and a LEED AP. Jeff is a great addition to the team.
