Scott Horne recently joined HICAPS as a System Technologist in the Telecommunications division. He has more than 16 years of experience in the Two-Way Radio industry and over 7 years of experience installing/maintaining 911 communications center equipment across the country. Scott is a graduate of Pembroke State University (now UNC-P) with a Business Management degree. He also earned a Basic Law Enforcement Certificate from Robeson Community College. Scott and his fiancé, Jenny, enjoy spending time with their horses and other animals on their farm in Oak Ridge.
